
Charge and Vision
Glover Trails is a volunteer Town Committee charged with working to responsibly locate, build, and maintain a network of multi-use public trails on public, private and protected lands, create newly designated trails, and wherever feasible utilize existing discontinued and/or Class IV Roads. The Town Plan [Heart of Glover] states: “Set up a committee to look into and identify possible public trails – including along the historical Hinman Road – and begin dialogue with landowners and Selectboard, as well as surrounding communities and businesses, about feasibility and cooperation.” GT non-motorized by-ways will be available to all users including walkers, runners, hikers, bikers, snowshoers, and cross-country skiers, as well as equestrians in designated sections. Our major emphasis is to provide healthy recreational and educational opportunities to all including our educational institutions [New School, GCS, Pioneer Camp and LRUHS], Bread and Puppet, Museum of Everyday Life, Glover Historical Society, and businesses.
Glover landowners are the key to this project. First, all trails on private property must have prior approval by the landowner. Second, landowners must agree to the location of the trail on their property. Maintaining “privacy” and keeping out of “eye shot” [if possible] is key. Third, landowners will receive legal liability protection by a Vermont State Statute that safeguards private landowners that allow public access to private land for recreational uses [liability]. These mandates are: Title 12 V.S.A. Chapter 203 § 5791-5 and Title 10 V.S.A. Chapter 20 §448. In addition, GT will provide options for private landowner permission forms and easements for various lengths of time. A landowner can say “no” to public trail access to their land and that ends it. We will seek acceptable alternatives around the landowner’s property. Our vision is that the network will be accessible in places to all and link with trails in Greensboro, Craftsbury [Outdoor Center], Sheffield [Holbrook State Park], Lamoille Valley Rail Trail [Greensboro Bend] and other neighboring towns.

Glover Trail Network Survey
A survey was conducted in late winter / early spring 2022 to determine community interest in Glover Trails, both users and landowners.
